removing overflow on cast iron tub obstructed by tabs

I am replacing the overflow and drain on a cast iron tub.

The overflow has two tabs. One on each side of the center that overlap the edges of the cast iron hole. See Photo.

I thought this would push to the side and tilt out but there is still a 1/16" to 1/8" overlap.

I can only assume this front piece screws into the back elbow.
Am I wrong?

What are the recommended tools for clamping onto these tabs?
I assume I will need to start using penetrating oil now just to loosen it up.

That was embarrassingly easy.
It was an insert.

A couple of shots of PB Blaster while I had lunch and did other things.

A 1x2 used as a drive extension and a hammer tapping on a tab, tangent to the circumference of the overflow opening, worked very well. After 1/4 turn the insert was loose enough to remove by hand.
