Pressure Relief Valve

I have an underground cistern which was professionally installed. It is only used for irrigation. I noticed the pressure relief valve was installed outside about 3 feet from the tank. The tank is inside the garage. There are no valves, obstructions etc. I assume it was placed outside in case it opened. It is not used in freezing weather( Atlanta). The pictures I have seen show the relief valve adjacent to the tank. Is the present installation ok?

Outside is fine as long as it isn't a freezing climate.

I'm in a freezing climate so i cant put them outside. On smaller systems I just have them at the tank. On larger systems the valve is at the tank but I'll route a discharge pipe outside.

For me to meet plumbing code requirements, I have to plumb a pressure relief valve either to a floor drain or the discharge to outdoors, with an insect proof screen on the end of the discharge pipe.

I like to be able to see the discharge of the pressure relief and that is a high pressure alarm. If it is plumbed to a drain or at the pitless, it can pop off and no one will know it.
