Really? You should look into that FURTHER. I only say THAT because I have been a member of a state plumbing board and a state inspector and I'm pretty familiar with WHAT the LAW says. Most often you will find that if there is no local authority then the state authority takes over. READ your RSA

Most of the the RSA says that local jurisdiction can be more strict but not less strict than the code adopted by the state. The state code clearly states that all plumbing shall be inspected therefore in the absence of local enforcement, you go to the state.
