New well not going well

I am currently building a me home and had a well drilled down about 75'. They couldn't get pump to start pumping. And if you put your ear up to the pipe you can hear a gurgling sound. What could this be?

Did you got get the good kind of pump -- a submersible pump that is down the hole?

You refer to "the pipe". How about a photo of what you can see?

what depth is the water? What depth is the pump? ANy idea of what the recovery rate is? You may need to go deeper with either or both the pump and the well itself, but it's nearly impossible to diagnose with the info you provided. Gurgling could indicate that there's not enough water at the pump level to actually pump.
