New T&P valves on water heater leaking, pressure driven from 65 to 165psi

Thanks. Yup, background in HVAC and hydraulics. What I can't get my head around is why does the t-stat have a ~30 degree range when triggered on and off... seems extreme.

Unless you've been using hot water, once it stabilizes, the whole thing should be nearly the same temperature. During actual use, though, since the cold water via the dip tube gets added near the bottom, and since it is heavier, tends to stay there, while the hotter water rises. Tapping the drain valve on the bottom will produce the coolest water in the tank. Can't say if that variation is normal...did you happen to check the outlet temp verses from the drain?
