New shallow well surging

I recently drove a new shallow well. I have 5 sections 5' each and a 36" point so it is roughly 28' deep. I fill the well and it goes back down fairly quickly so I don't believe the point is plugged. When I prime the pump and let it run until it shuts off from the pressure switch it will run a lot of water until the pump kicks back on and can't keep up. It turns into surging water pressure to the point it stops for a second between surges. The pump is new. So I'm not sure if the well can't provide enough water or something else is wrong. Not sure what to try next.

Does the manual for your pump mention an adjustment screw of any sort?

Does this happen when you shut off water from going to the house or elsewhere?

I don't know if a vacuum leak could cause this. What if there was a vacuum leak just below the static level of the water? Just speculating.
