MO Senate passes bill cracking down on metal thieves

Now it goes to the house. If passed, if enforced, the bill sounds like it could make life harder for deadbeats who steal copper and aluminum, which would be a very good thing. Some of the provisions, according to The AP:
* "Scrap metal dealers already are required by Missouri law to get the name, address and driver's license number of any person from whom they are purchasing copper wire or cable.
"The new legislation would expand that to require dealers to retain for two years a copy of the driver's license or of a government-issued photo identification of people selling copper or aluminum worth at least $50."
* Scrap dealers would have to pay by check for any metal purchases over $100, so that sellers could be tracked down later.
* Scrap dealers could only buy manhole covers from people who had the utility's permission. And they couldn't buy beer kegs unless they got permission.

Arizona did something similar...
New Laws for Recycling

Arizona Environmental Recycling wants you to know that starting August 31, 2007, new laws go into effect regarding transactions from metal recyclers ( ARS 44-1641, ARS 44-1642, ARS 44-1643, ARS 44-1644, ARS 44-1645, ARS 44-1646, ARS 44-1647).

Here are the things you need to know about:


Anything over $300 is required to be paid by check, and the check has to be mailed to the person’s physical address.
You must have either a state issued driver's license, state issued ID, Tribal ID, Military ID, or passport to receive monies from scraps - address on ID will be used to mail out checks over $300.
Anything over $25 will require a finger print of the person claiming the scrap metal
Only one cash transaction allowed per day
No stripped copper and aluminum wire over 3/8" in diameter will be accepted from the general public
Businesses that want multiple people to cash in scrap metal must register each employee with the recycler
If a person dropping off scraps is in a company vehicle, the check will be sent to the company, not the person dropping the metal off
Aluminum cans and steel are excluded from these new law changes
You must be at least 16 years of age to recycle any material
Arizona Environmental Recycling (AER) is always on the cutting edge of the recycling business. By middle of July, all AER locations will be fully compliant with these law changes. If you are using AER as your recycling partner, you can be confident in the fact that you will are following the law.
