MO Senate passes bill cracking down on metal thieves
Now it goes to the house. If passed, if enforced, the bill sounds like it could make life harder for deadbeats who steal copper and aluminum, which would be a very good thing. Some of the provisions, according to The AP:

* "Scrap metal dealers already are required by Missouri law to get the name, address and driver's license number of any person from whom they are purchasing copper wire or cable.
"The new legislation would expand that to require dealers to retain for two years a copy of the driver's license or of a government-issued photo identification of people selling copper or aluminum worth at least $50."
* Scrap dealers would have to pay by check for any metal purchases over $100, so that sellers could be tracked down later.
* Scrap dealers could only buy manhole covers from people who had the utility's permission. And they couldn't buy beer kegs unless they got permission.
