New Korky 528 Fill Valve looks like its leaking...bubbling

I just put this in and now see bubbles coming from it. Does that mean waters running and/or it's defective. Thanks for any info on the next step.

Some water from the top is fine, but it should shut off. Sometimes you can remove the cap, remove the float and assembly cap and clean the cap off.

Sometimes when you shut the water off to install something, then turn it back on, you can dislodge some crud from within the pipes and that can get caught on the seal, so cleaning that seal off can help. It can help to leave the cap off momentarily, hold something like a glass over the top of the valve to prevent water from going everywhere, and turn the water on momentarily to flush the line before reassembling the whole thing. That normally isn't necessary. FWIW, depending on your water quality and water pressure, you will eventually need to replace that cap. They are available as a repair part many places, and is much quicker and easier than replacing the whole thing.

The thing quit doing that on it own. Maybe, like you guys were suggesting, there was something in it. I guess it was washed on out. Thanks for the suggestions.
