Need help with leaky bathtub faucet - newbie

I do not know which brand of faucets I have in my bathtub but there is water coming out of the spout when the faucets are turned off. I opened the faucets to try to pull the stem and see if the washers were leaking.

I am stuck at this point though...I remove the caps and covers but I have a solid round piece and do not see any nuts to remove the stem. There is a white plastic piece where the handle snaps on and that piece pops off.

What I have noticed is that if we turn the handles to the off position; it will take around 15-20 seconds before any water starts coming out of the spout....
I also see "Sears 609-204810" on the cover to the handle.
