Need a urinal that mounts on a toilet opening

I purchased a house with a finished basement with a toilet. We are redoing the bathroom and the board of health in my town will only allow a urinal. Does any one make a urinal that mounts on a toilet mount? It would be cheaper to buy a urinal than hire an engineer to deal with my board of health. The Chrysler building in NY has these:
