Mastercool problems

Mastercool question: I have been using Mastercool for about 25 years and have two 6500cfm units on my roof. I have a problem with one unit this summer that is a mystery to me. I have new pads (40x28x12). They are completely soaked with water (ie: the pump is working fine). I have a new belt on the system so that the two speeds work fine. The pads are tight at the front so that air can't get around them. The unit is closed up properly. The duct work is intact and not broken in anyway. The barometic damper is out of the system so that there are no restrictions to the airflow. Everything seems perfect... except it's not cooling very well. The other unit (same water supply, same exposure etc.) is cooling great, but this unit is about 10-12 degrees warmer. Any ideas what to look for? I can't figure it out!

Does the air have a way to "get out of the building"? If windows are not opened the cfm will be compromised and air flow will suffer.

Yes, there are upducts in each room and I open a couple of windows a bit as well. What I think might have caused it is
something I just found. I have gone up on the roof the past couple of days to check and fine tune and try to see what's been going on. Each day, I mentioned that the pan was full and the pads were soaking wet. Well, I just went up and found that the pan was nearly dry and the pads were substantially dry as well. I'm guessing that the float was set too low and in the morning when the demand is not very great, the pan filled and the pump worked fine, but as the heat roared on (it's like 114 today!), the water supply was too low and the pads dried out and the cooling stopped. I readjusted the float and so far the temp has dropped nearly 5 degrees in that side of the house. I think the mystery is solved.
Thanks for the suggestion and help. In the morning all looked fine. I should have checked it later in the day.

The float should have kept the water level constant, regardless of how much the pump was using, unless the supply line to the float was restricted so it could not keep up with the evaporation demand of the pads.
