laying down vinyl tile on painted cement basement floor

I have a painted cement floor. I am not sure what kind of paint is on the floor because we bought the house with the floor painted. I had some water damage to the floor when my furnace blew a gasket. When the floor got wet, the paint started to bubble and come up off the cement floor. I want to put down the self adhesive vinyl tiles. Do I need to do anything to the floor prior to laying down the tiles? Will the tiles adhere to the paint since some of it has come up from the water damage? Any help would be appreciated.
