IF you connect two "shower units" to that valve, I am sure the one connected to the bottom , (spout), opening will act as an unintentional diverter and cause the other one to operate at thesame time. In other words, you would have the option of using either both, or the one connected to the top opening, but NOT one or the other.. However, they do show a piping arrangement with the bottom connected to a shower head, so the diverter may be "double seated" and shuts off the opening which is not in use. This would NOT be a typical diverter

Saw this in the rough in notes: Installation Notes
Avoid cross-flow conditions. Do not install shut-off device on
either valve outlet.

Guess this would mean both and not either on the diversion.

Well, the upper unit would work with a shutoff device because the water has been shut off to the spout, but a shur off on the lower unit, or even "head pressure" from feeding the overhead shower would probably do the same thing as a partial diverter and send at least some of the water out of the other device. Something similar to a Pfister 016-DT1 or 15-388 which are the "double seated" center valve for a 3 valve fixture WOULD turn on either one or the other, and both if you did not turn it all the way in either direction.
