kohler 3397EB Rim Feed continues to run

Rim feed continues draining water into the bowl,
after shutoff. Is this normal or wasting water??

Does this continious feed after the valve shuts off make the valve refill the tank again? If it does you have a leak that is wasting water.

The valve does NOT refill the tank again. However I can see water running
down the side of the bowl. Is this normal?? Thanks for the fast reply.

Sometimes it takes a while to empty out of the internal passages of the toilet but it will eventually stop, or it is leaking and the fill valve will eventually open and refill the tank.

You can see if there is a leak by putting some food coloring in the tank and see if it appears in the bowl.
