How do I remove this handle to change shower valve cartridge?

I have been attempting to figure out how to remove this handle to get to the shower valve cartridge. The issue I am having is that there is no cold water and I have read that I should change the valve cartridge. Any thoughts?

There should be a star skew at the bottom of the handle.

There are no screws on the handle that I can find.

You don't see any skew when you turn it all the way up?

The "dome shaped thing" unscrews and the handle comes with it.
