House always warm, 3 zone system

My house is very warm and all three zones of my baseboard system feel warm. I replaced my Taco 3 zone switching module but that didn't help. each thermostat appears to work as it should. There is a Taco precirculator that I suspect runs and pushes water past the idleing circulator motors. I am not sure what controls this circulator. I have a Burdaris boiler with a Rellio burner head. any Ideas would be helpful.

WE do not know what the thermostats control on each zone, how they are connected at the boiler, or what controls the "precirculator", so there is no way we can diagnose the system without being there and doing our own tests.

Need a picture but I suspect you have primary/ secondary piping and as you say, the primary pump is pushing through the others.
