water heater clearance

While I'm replacing the kitchen counter, I'd like a plumber to install an under-the-counter electric hot water heater. Does anyone know the minimum space above the heater I can get away with for connections? I'd prefer to use a Rheem 38 gallon, 31 1/2 inches tank height and same height to the water connection or 30 gallon if I have to, 30 inches high. There should be about 34 1/2 inches from the floor to the underside of the counter when the new counter's in.

This is awkward, but...
