Hose Bib Leaking Inside

My son didn't remove the hoses from his freeze proof hose bibs last winter. Now one of them sprays water through the hole in the band joist when the valve is opened.

Does this indicate that the pipe is ruptured between the valve seat inside the house and the hose bib outside the house?

That is exactly the case. When hoses are left on frost-free bibs, they do not drain. Since the actual shut off portion of the bib is inside, the leak does not appear until you attempt to use water. No repair possible, replacement is the only option. Do not attempt to remove from the outside of the house. You need to go inside and use two wrenches to avoid twisting the supply line.
