I just read in the IAPMO newsletter that here in California, Arnold just signed legislation which will mandate 1.28 gpf toilets, and 1.5 gpm faucets. The cutoff date will be 2014, but manufacturers will have to start phasing in a certain percent of their production beginning 2008.

Are there presently 1.28 gpf toilets which flush well? Or will this be another go-around where you have to flush 3 times or hold the handle down.??

The good 1.6 uses one flush
The good 1.28 HET uses one flush, I have one in my home now.
I've also have a 1.1 that works in the home.
