Have to hold handle on Briggs

I have a Briggs that I have to hold the handle on for a complete flush. I have changed the flapper and still have the same problem. The flapper immediately covers the hole once the lever is released.

I suspect the homes previous owner may have installed the flapper when to toilet requires some other type of control. Is there a different method of controlling the flush in a Briggs?

If you have the Korky replacement flapper, you may need to trim it so that the flapper will pivit on the two studs at the bottom of the flush valve.
