gutter lip missing, water coming down between wall and gutter

The gutter seems to be leaking from where it connects to the wall. It seems like on one side of the house there is no lip so heavy rain falls off and goes straight into the gutter but when it's light rain it comes off the edge but then follows the edge and misses the gutter running down the gap between wall and gutter and onto the balcony.
Is there a lip that can be installed under the orange metal here?

You might consider mounting a drip edge under the existing metal strip that you have. Remove screws. Insert drip edge, such as Amerimax # 5500400120 . Replace screws and add more screws as needed.

Looks like the gaskets that hold the roof down are missing.
