green flakes in water--from copper pipes?

Hello all,
I hope this is an appropriate place to pose this question. I live in a condo complex, therefore my water line is connected with the other units. I have found bright green flakes in my water, from more than one water source in my home. The flakes are hard, but not as hard as mineral build-up, bright green, and very small. Can this be from copper piping corrosion? I find it too coincidental that perhaps my fixtures are corroding at the same rate at the same time. It must be something from the water main.

The anomaly is that my direct neighbors (above, below, and next door) do not have this problem. Two other complex residents from another part of the building see flakes as well, but not as serious. I had a water softener installation person come out to test the water. He found that the water is very hard (14 grains per gallon), which is known in my area.

Here are a few other fact to help solve this:
--my complex is less than 3 years old
--water softener installed only on the hot water side, about 6 months ago for the whole complex
--green flakes decrease, after running the water for a few minutes.
--green flakes only on the cold water side (no water softener)

Any ideas would be great. I am hoping that the HOA hire a plumbing specialist to make an assessment.
