Flush problems with Toto MS970CEMFG#01

Hi all -
We had ordered a Toto Toilet/Washlet online and had it installed by our GC. He had multiple problems (first it wasnt anchored solidly, then it leaked) but eventually got it all piped in and operational. Our problem now is that it flushes very poorly. Stuff always winds up being stuck to the bowl. There doesnt seem to be enough water that comes out of the tank at the top to rinse the sides - most of the water seems to hit the tank at the bottom to cause whatever waste is on the very bottom of the tank to flush down. How can I fix this?

There aren't any adjustments that you can make to that. Normally the ones I've been installing work fine. There is more bowl surface than the bowls from the 80's.
