Fish out broken drain plug?

I just moved into a new house. The shower drains slowly. Plunging it didn't help.

I disassembled the overflow / drain positioner and found the linkage disconnected. I don't know for sure, but I assume the rest of the linkage plus the plug are still in the hole. I tried fishing them out with a hook on the end of a coat hanger, but it seems like nothing is down there, or if there is, it's stuck well.

Does anyone have any advice an how to proceed?

One more thing: I noticed while I was washing up after my failing fishing foray that when I run the sink long enough it also causes the tub to back up.
