Hi,

this is probably a dumb question, but I need the cheapest way to fix this at least temporary; the faucet wheel handle wheel broke off, but there's a metal pipe I can still turn to get my water on. Although, I tried a few wrenches but I can't get it to turn.

this handle is also the handle that allows water go through for the whole house.

First, while it may seem like a dumb comment, make sure you're turning the valve the correct way - CCW when looking down on the valve from where the handle should be, should open it. A pair of vicegrips should have enough clamping force to grip it and turn it. But, depending on the kind of valve, turning it may not turn on the water! A gate valve may have had the shaft disconnect from the gate, but then it would just spin, not fail to turn at all. A picture of the valve may offer some more specific help.
