Electric furnace element wont turn off

My thermostate is turned way down , fan off and one of the elements is still on I believe that its the top element of 4 . I opened the panel only to find that all 4 wires had their plastic coating melted for about 1.5 inches at the main power terminal. I replaced the wires but still one of the elements is still on. Any help would be awesome thanks.

What model is it ?

The element may be broke, touching the case. Or the sequencer contacts are welded shut.
