I have a appliance that has a L14-20p cable (4 wire) and according to the specs it operates at 120/208V or 120/240V (see pic).

In my garage I have a 250V L6-30R receptacle, would it be okay to connect it to here via an adapter or will it burn out the system since one is 240V and the other 250V?

Receptacle's rating is 250v but standard voltage in the US is considered 240v. It is acceptable to vary +/- 5% without concern. Lots are OK +/- 10%.

My nominal 240vac voltage averages 247. Shouldn't be an issue.

The receptacle has NOTHING to do with the voltage. You have whatever voltage the power company is giving you. IF the plug fits the receptacle, then plug it in.
