Brass Pipes and Top Plate Question

I am renovating my bathroom and it looks like the supply lines are brass (all pipes are screwed into fittings). I have 2 questions:

1) In general, if I need to modify the pipe runs can I just cut/sweat like copper?

2) Specifically, I have to build a 2x3 non-bearing wall and the shower supply lines come down from above. Is there an acceptable way to install the wall top plate "around" these pipes or do I need to cut them, install the framing and then drill holes and re-run the pipes? The 2x3 is probably too narrow to notch.

If you cannot notch the top plate, you will probably have to cut the pipes so you can slip it over them. Brass pipes are NOT the same size as copper tubing so you cannot solder them. If this is the wall where the shower pipes and valve are, a 3" wall is too narrow for it.
