bowel water level falls

this is a rear discharge toilet. the toilet has been shut off for several months, and seems to be clogged, since the bowl fills up, and then the level falls, not a normal flushing action. but this is isn't the main problem. after refilling, the bowl level is normal, then quickly falls about 3", and stays at this reduced level. apparently it was having this problem before it was shut off.

any ideas why this is happening?

siphon?

The horizontal under the toilet may have a water dam somewhere downstream. Could be a dip in the sewer or could be a partially plugged drain.....

the waste line has been rodded, and toilet removed and checked. nothing found. after removing the toilet and having water running out of closet bend, i realized that the horizontal did not have the proper slope. there has been some discussion on how to deal with this. see topic: "rear discharge on negative slope waste line"

here's what I would do now that all possible avenues of checking if a stoppage exists has failed.
Disconect bowl from wall. Go out to your local supermarket and take a stroll down the baking isle. Find yourself a bottle of that good 'ol Red #5 food coloring. go home fill up bowl with water to its new low level. Add a squirt of #5 and mix thoroughly to get a good even color. Now add some more water to the bowl to bring level upto somewhere just below its proper level and let nature take its course. If nothing is wrong water level won't change. But if it does you will find red water on outlet side of bowl and flushing that out afterwards and looking down both sides of the bowl with a flashlight may just reveal a red stain which will show you where an internal crack or defect is.
