I am going to install a submersible pump in a underground tank/cistern. Does it need to be bonded like a pool? Also would I need to install GFI at the tank connection or can I connect directly to the pump? NOTE: Electrical line is underground to basement.

As long as no one is swimming in your cistern it shouldn't need to be bonded like a pool. A GFI is a good idea but is rarely used for these applications.
