Furnace blower motor hums when it's not running. It turns on when it's supposed to, runs and shuts down just fine. Is it the capacitor?

Not the capacitor, based on your description. I suspect the hum is not from the blower. Feel around. It might be the transformer used for the control power.

If the hum is from the motor, and you could disconnect the motor to see if that stops the hum, the problem is with the control system. I am not a pro.

Reach sounds correct.

"Blower motor not starting.

Do Watt ?

Some transformer hum is normal if the transformer has power.

The reason that they hum is because they forgot the words.

Good Luck.
