bathroom drain and supply valves

is there a standard rough in height for supply lines and drain lines.

For every standard, there are numerous exceptions....if you really want things to look good, you need to know the actual devices that are being hooked up. You can often find their spec sheets online. For example, for a toilet, many will work with the valve say 5" from the centerline, but if a skirted toilet is used, it needs to be further away. A pedestal sink needs both the supply llines and the drain to be within very specific places. Some tubs have the drain at the end, some in the middle, some in the middle of one side.

So, you could use the "standard" and then not have anything fit.
