basement cleanout used for sink drain

I'd like to add a small bar sink in the basement nearby the
3" cast iron sanitary drain stack that goes to the first floor. The bar sink would be very low volume.
There is a clean-out plug ( 3 1/2" ) right next to the drain stack in the floor. Rather than breaking up the concrete,
I'd like to use a 3 1/2" to 3" adapter treaded into the
clean-out, and a 3" Sch 40 PVC wye with a clean-out plug on top
connected to the adapter. A 2" Sch 40 pipe would connect to
the sink drain, about 2 feet away. Between these would be
a tee with an atmospheric vent valve. I'd basically be raising
the clean-out plug about 12" and adding an ATM vent for the sink. Does this sound reasonable? Any code violations?
Could I use 1 1/2" PVC rather than 2" PVC for the drain pipe?

With out knowing the state you live in I would say no you can't do it that way. Ma. state code :D

I live in Michigan. You say this can't be done in MA. Is it because
the clean-out can't be used as a drain? Any exceptions to this?
Even for very low volume from a sink?
It's going to be much more expensive and more work to
cut the 3" cast iron stack and insert a Wye for the drain.

1. Unless you have a very, very, very well stocked plumbing or heating supply house in your area you are not going to find any 3 1/2" fittings of any kind other than a plug.
2. You are equating an AAV with an atmospheric vent. An AAV can only eliminate negative pressures. Your drain will also be subjected to positive pressures from the water flowing down from the upper levels.

Well, I had thought about using an AAV, as they are becoming more
popular, but if I would vent the basement bar sink to the outside air using
2" PVC, do I need to have the sink vent reconnect to the roof vent, say
in the attic, or could I have the basement sink vent exit the outside wall
about a foot above the ground, and then extend up another two feet?
This would all be hidden by bushes along the wall.
