Without more information one could not make a comment on that tragic accident. Anything anyone would say about the accident would be nothing more than a guess without doing some investigating.

Was it a fault from the shore? I don’t know

Was it a fault from one of those boats? I don’t know

Was it transient voltages? I don’t know

Could it have been prevented? Yes. I would never let my children swim in waters close to where so much electricity is in use.
