Awkward Flange Trouble. Please Help.

In the middle of redoing my parents house when I decided to redo the bathroom. took the toilet off and was quite confused. There is a dip of about 3/4 of an inch to 1 inch. The closet bolt were laid in the concrete, in the dip. One of the bolts broke off due to it being so corroded. It looks like the drain pipe is attached to the concrete and secured in there pretty well. There was no flange, maybe just a wax ring? Anyways, I'm not a real big knowledge bank on this stuff and was wondering what i should do from here as far as getting it toilet ready. I've included pictures. Please help in anyway possible. Trying to get this done by tomorrow.

If you need to hold the bolts, you can install a repair ring like this. We use a 1/4" rotohammer bit to drill the concrete, and then use standard closet bolts.

how do I compensate for the space between the actual drain pipe and the flange?

The red part is to hold the toilet in place. The wax fills the area inside of the repair ring, and that is where the actual seal is.
