Aquastar 125B burners always on

Hello all,
I rebuilt the water valve (I've done this a few times over the years, this time, the kit didn't include the diaphram). I did this because the water wasn't getting as hot as it did previously. Again, this is something I've experienced before. This time, I put everything back together and lit the pilot, when I moved the lever to the right, the burners go on without water flowing. Need to know what the problem is and how to resolve it.

Anyone else experience this? Thanks for your help.
