Anti-Scald Valve

As of Sept. 2004, any plumbers installing a new hot water heater in our area are required to install an anti-scald valve which is set at 120F to protect the homeowner from potential burns. The valve costs about $200 Cdn.

Just curious if this is a requirement in your area and if so, are these valves relatively new on the market - what kind of track record do they have for reliability?
