No this is not a vent. It is what you think it is leaving the building foundation and on its way to the sewer system.

Typical DIY/handyman job. San tee on its back, and an undersized cleanout. Should have been a 4x3 combo, with a street/spigot female adapter and a plug.

I'd say well over 90% of the homes I see are done that way.

Problem is that the plumbing subcontractor did this job. And he calls himself a professional.
