My existing well has a 4" casing and its been there for a number of years. I'm looking for a 3" pump to replace one but can't seem to find what I'm looking for. Here are the specs I'm trying to find:

3"
3 wire 230V
1.5+ HP capable of 12+ gpm from 100ft at 60psi
Includes control panel
built in safety-rope hook would be great as well

It will pump into a 120gal non-bladder tank that has pressure switch set to 40/60psi. Can anyone point me to a brand/model that fits my needs? Thanks!!

See Grundfos SQ.

Oh, wait. You want a control panel? Gonna cost ya, but see Grundfos SQE. If a control panel is something you can live without, SQ.

Only 2 wires plus safety ground, but you can live with that.

TrimLine 4" Submersible http://www.sta-rite.com/ResidentialProduct_sr_ws_4s_s5p4hs05121.aspx and http://www.sta-rite.com/ResidentialProduct_sr_ws_4s_s5p4jp05121.aspx is 3.75 inch OD, so it would probably fit your casing.

No pro here recommends safety rope. I am not a pro, but I would not either.

Slim line pumps still have 4" motors.

If you put "safety rope" in that hole and it drops, you will have a serious problem. You're better off using better pipe and leaving the rope at the supply house.
