It does not, if we are talking about the same item, these old Prier stems were made of brass rod and the washer was stopped by deforming the rod, newer style feature the enlargement that stops the washer in the correct spot.

This appears to be an Arrowhead Brass hydrant. The diaphragm inside of the vacuum breaker has probably broken, that or your getting leakage from the drain port at the bottom of the valve (that has the drip in your postage image). Arrowhead should have repair kits for each of these, I think...

Both of the valves I have shown are listed and labeled to ASSE standards, which for a Freezeless Wall Hydrant requires the water to drain out of the valve once the valve is shut down. Both of these valves will drain and if installed and used correctly, will not freeze and split the valve.

Red Plastic Cap, are you sure its Prier? Prier is usually green. The device is a vacuum breaker, which might spit a drop or 2 occasionally with water pressure changes. These typically can be replaced. Good luck.
