Inspector tells me that all waste lines installed in an open parking garage need insulation & heat trace. We only traced the exposed traps from bathrooms above. Is this correct? I never heard of insulated drains in a parking garage.

Please see attached riser diagram. I am used to commercial plumbing and can't figure out how the drain stacks can meet code. There is no way to install a "stack vent" on the drain stack when none of the walls line up in the building. Site is in NJ and the code enforced in the 2006 NSPC.
