    Flange problem with replacement toilet install

    i've searched the forum, still not sure how to proceed, any advice appreciated. the flange rotates around, but it was never bolted to the slab, and it's bent upwards a lot, where the joni-bolts attach. socal home, built in 1979, it looks like vinyl laid over a partial concrete slab, no shims...
