Moen L4621, odd leaking bathroom tap!

this a photo looking upwards from the vanity under the sink.
see those three holes?
when the tap(faucet) is fully on it leaks from there.
we tried tightening those nuts on the hold down brackets, but i doubt that is the problem.
it is a moen tap.
it is not dribbling from around the aerator
how do i fix this?

Normally I would say check the aerator first, as a loose one can drain back down the body of the faucet.
Take the handle off and see if there is any leak from the top there. But I doubt that. That location would be pretty obvious.
That takes a 1225 cartridge, but it won't leak down the inside either.
Let us know what you find.
And yes, the bolts to snug it down aren't the issue here.

Your leak should have NOTHING to do with "removing the handle". If it is not the aerator leaking inside the spout, then the faucet has to be replaced.
