I need to provide a branch circuit for the unit above.
Specs:
208-230/60/1
MOV 25 A
MCA 16.8 A

Cooling Rated Amps - 18.6
Heating Rated Amps - 19.0
Compressor A 12.1
Fan Motor A 1.1

What size branch circuit should i install?
What size running protection/disconnect should i install?
Do I need to install a receptacle near the unit ?

TIA

i would use a 30 amp #10 circuite. If the unit has a cord you rneed a rceptacle.
If what you mean by a 30 amp #10 circuit is 10AWG wire tied to a 30A breaker then you would be using bigger wire than what is needed and/or required tied to a breaker that is too big.
Too big of a wire size is a waste of money. Not a big deal.
Too big of a breaker. That is a bigger problem.
