Leaking tub stopper

We have a tub stopper as shown in the attached pictures. It doesn't hold water and tub empties pretty quickly if you're trying to take a bath.

It's metal on metal against the tub drain and it doesn't look like it's designed to have any kind of rubber seal. Should it? There is threading on the post leading to the stopper head. Is that so that it's adjustable?

We've owned the 1930's house for two years and it's never worked in that time. Advice and help much appreciated.

The lock nut and threaded shaft are designed to allow you to adjust the position of the plug to the tub. Now, whether that will stop the leak, can't say. The shaft looks like it is fairly corroded...you may not get things loose to turn it. YOu may want to get a spray can of some PBlaster, which is a decent penetrating oil and give that a shot and let it sit overnight before trying to put a wrench on it.
