Toilet wont flush properly

Toilet flushes but water wont go down in bowl.
Only way to get it to go down is quickly dump water directly into back of bowl.
Could it have anything to do with the toilet not being level, floor tilts badly toward front of bowl.

It's more than the floor being out of level.
Pouring water from a bucket should siphon the bowl.
If the bowl isn't siphoning, then there may be a blockage in the trapway or the main line.

pouring water from a bucket does siphon the bowl just fine. but regular flushing wont. is that because its out of level ?

Either snake it or remove the toilet and snake the pipe - you probably have an obstruction - like a bar of soap, a shaver, a toy, etc.

If you've replaced the flapper valve or the fill valve and it is not an OEM compatible version, the toilet may not flush right and not have anything caught, obstructing it.

Verify that the bowl is being filled properly after you flush. Slowly pour water into the bowl until it stops rising. Let it sit for a moment, and then compare that height with the height you get when you flush. If they aren't the same, you may have the wrong fill valve in there or it is out of adjustment. Keep in mind that the bowl and the tank need to be both filled properly, but it can only measure the water in the tank - the proportions must be correct to get the bowl full at the same time as the tank.

Check the height of the water in the tank after it is refilled. On some, there is a water fill mark, but if not, then typically, it is supposed to be around 1/2" or so from the top of the overflow tube.

tolet was just removed and no obstructions. also nothing has been replaced. also water level in tank is 1/4" from top of overflow. and bowl water level is good after flush also. Again as a reminder,tolet flushes fine if you dump water in bowl, just not when you flush it with tank. also floor tilts badly toward front of bowl.

Note where the bowl level is, and slowly pour water into it. See if it will go higher and stay there. If you pour it too fast, it will flush, but not if you pour it in slowly. If the water level DOES rise and stay there, you may need to make a change to your fill valve. Korky makes one that has an adjustable bowl/tank fill ratio. Keep in mind that to limit how much water is used, they only monitor the tank level...it is assumed that the amount going into the bowl is sufficient to JUST fill it. They don't want to overfill the bowl, because it will just run down the drain and be wasted, so the fill valve is calibrated for that specific toilet. Generic refill valves cannot handle that, but an adjustable one can be made to work.
