Broken Faucet Handle

I have a Mansfield outdoor frost proof faucet with a broken handle. I want to replace the handle so I removed the screw & it won't come off - any ideas how to get it off?

You might put the screw back in and then back it off maybe 2 turns. Rig something to push down on the screw while pulling up on the handle.

Even better would be to get a longer matching screw with a Phillips head. Use a small wheel puller to lift the handle while pushing down on the center of the screw.
