Going down hill for a gas water heater vent

This gas water heater vent we dipping down before connecting to the main chimney.
This should not be done. I also noticed that the expansion tank had been plumbed to the hot side of the heater.

Here is the new water heater installed, with the wye rotated to allow upward slope.
The expansion tank is moved over to the cold side.
