Friend is installing gigantic soaker tub (Oval) on a rectangular deck. the current configuration reguires any one turning the faucet off or on will have to stretch across ~ 4 to 5 feet of tub to reach the deck mounted faucet.

Is there a any code specifying max distance to reach a faucet

The concern her is a safety issue? If a person has to reach so far to turn off the water then a child turning off or on the water might be in danger of falling into the tub. There by injuring him (her) self possibly drowning. Is there any code as to the placement of the faucets for access from outside the tub

None that I have ever heard of. But, where it is located should be up to the user telling the installer where they want it. That much of a reach would probably require that the user step into the tub to turn on he water.
