    Mold behind silicone only means the silicone should have been replaced before the water got behind it. It's not permanent material. Remove the silicone, allow the joint to dry out thoroughly, and then install new silicone. :)

    Try cutting a hacksaw blade into 3-inch segments. You can grip them with a visegrip type tool. I have also used a utility knife, but that old grout is probably too hard for that. ;)

    I'll second Jim's advice. When you are adding a moisture/vapor barrier on an outside wall it's a good idea to "defeat" the barrier on the insulation if there is one.     Use the small piles as Terry suggested. Make the mud loose, just enough body to allow it to stand up a little, no so stiff that is will not spread out. About ten piles under the base will do it. :)
